About Us

Cardinal Treatment Center is an outpatient treatment center specializing in addiction and relapse prevention in Southern Ohio. CTC prides itself on offering the very best treatment approaches and interventions currently supported by science & research.

Much of our staff have themselves been through our program – giving us a unique ability to help others battling with addiction in a way few other programs can. Our approach revolves around helping our people served recover and take advantage of opportunities to regain control and prosper. 

Cardinal Treatment Center has four locations in Southern Ohio including Portsmouth, Ironton, Chillicothe, and Piketon

Meet Our Staff:

Misty C. Sorrell

MSW, LSW, LICDC-CS

Director of Operations & Person Served Advocate

Misty Sorrell has been in the Behavioral Health Field since 2013. She received her Masters in Social Work from The Ohio State University in 2020 and has been in management clinical roles since 2017. Misty has a history of compliance repairs of a plethora of companies in Ohio, Florida, and New Jersey. 

Misty provides mental health crisis intervention, AOD counseling, Mental Health Counseling, and daily administrative tasks in addition to her extensive 

knowledge base of CARF accreditation, as well as state and federal regulations and specialized in Quality Assurance. Misty has worked as a Case Manager, Counselor, Intake Coordinator, Clinical Supervisor, Clinical Director, Executive Director, and Director of Operations. 

Misty is also the Person Served/Client Advocate assisting in providing a voice for the clients to ensure all feel heard and safe. Misty herself has been in recovery since January 28, 2006. She tries to use herself as an example to assist those we serve in understanding that if she can do it so can you!

Adam McPheters

MS, LICDC

Clinical Director

Adam McPheters has been working in the field of substance use disorder since the early 2000s. Adam received his Masters Degree in Professional Counseling from the Grand Canyon University in 2018, and his Bachelors in Criminal Justice from St. Leo University in 2009. Adam has been working in clinical management since the early 2000s. 

Adam McPheters has provided clinical services in a multitude of settings with both corrections and traditional treatment services in Outpatient, PHP, IOP, Residential, and correctional institutes. 

Adam excels in the review of Biopsychosocial assessments to ensure the most appropriate placement is considered based on the results of the ASAM and the needs of each individual client. He has held a multitude of positions to include: Group Counselor, Individual Counselor, Program Coordinator, Program Director, Quality Assurance Director, Behavioral Management Director, Clinical Director, and Executive Director throughout his career.

Andy Rase

Andy Rase is the Cardinal Treatment Center Housing Director. His experience presents with a plethora of different angles in the field of Substance Use Disorder (SUD). Andy started out as a corrections officer (1994-1998), then 1998- 2000 he was the Deputy Sheriff for Scioto County Sheriffs Department, he then became a Probation Officer/Bailiff for the Scioto Common pleas Courts which the duties included the supervision of offenders (2000-2024).

Andy began working with those suffering from substance use disorder while working as a probation officer heading up the Intervention In Lieu Program from 2018-2024; at that time he developed a passion for helping those suffering from SUD. Andy then retired from Common Pleas Court in March of 2024; he came on as the Housing Director for CTC and has assisted in strength and growth in helping those we serve. His passion is demonstrated daily with all those we help as well as his team.

Tamela Cooper

HR Director & Financial Director

Tamela Cooper has worked in the Financial Field since 1982 with all Government and Private Sectors and has expertise working at all Federal, State and City levels.  Specializes in Corporate and Business Tax Filing, Tax Laws & Regulations.  She has a Bachelor’s in Business Administration & Accounting, Minors in Business Law & Psychology. 

Tammy has Created, Built,  Operated &  Organized all sectors of Business, Companies and Organizations to long term Success.  She has Owned & Operated her Own successful  Tax Consulting Company for 40 years,  represents and  services Business in every State in the United States. Continues Education and Stays up to date with all New Financial & Tax Laws and changes.

Mandi Runyon

HR Manager

Mandi Runyon is the Human Resources Manager for Cardinal Treatment Center (CTC). She has 9 years experience in the field of Substance Use Disorder. Mandi is currently enrolled in Southern New Hampshire University for her Associates Degree and has plans to further her education up to her Bachelors Degree in Business Management. 

Mandi strives to be an advocate for staff and clients in the ethical considerations for everyone to feel safe and heard. Mandi has goals to better the future of others as well as bettering the future of those she advocates for. She is the hub of the CTC community and valued as such.

Mary Nagel

Admissions Supervisor

As an Admissions Supervisor, her journey has been anything but ordinary. Since 2020, she has dedicated her life to helping others navigate the difficult path of recovery, drawing from her own experiences as a survivor of Substance Use Disorder (SUD) and human trafficking. Every day, Mary is driven by passion to uplift individuals who find themselves in similar situations. 

Mary’s commitment to this work crescendos beyond her role; she recently had the honor to speak at the House Bill 214 hearing. This bill, which is close to her heart, empowers victims of human trafficking to have their records expunged, allowing them the chance for a fresh start. Through Mary’s work, she strives to create a supportive environment for those in need, demonstrating that recovery is possible. Mary is proud to be part of a team that champions awareness and change. Her life experiences have shaped her professional path, allowing her to make a difference in the lives of others.

Jarod Patterson, LCDC III

Ironton Clinical Coordinator

Jarod Patterson has been dedicated to the Substance Use Disorder field since 2016. His career in this area has been guided by a strong commitment to positively impacting individuals struggling with addiction and their communities. In 2019, he earned his bachelor’s degree in Criminal Justice from Ohio University Southern, which laid a foundation for his work in the field.

Jarod is in his second year of graduate school at Lindsey Wilson College, working towards obtaining his Master’s in Counseling. This advanced education enhances his skills and knowledge, further enabling him to effectively support those in need.

Jarod is deeply passionate about helping others and is driven by the belief that everyone deserves access to compassionate care. His goal is to create the most supportive and therapeutic environment possible for both the persons served and the staff. By fostering this environment, he hopes to contribute to positive change and healing within the communities he serves.

Wendy Baker

Compliance Officer

Wendy commenced her career in the field of Substance USe Disorder in 2020. During this time, she gained experience across various levels of care and settings. Wendy has become a vital part in the training processes to better assist the clinical teams knowledge of appropriate ASAMs In November 2024, she transitioned into the field of corporate compliance and eagerly anticipates acquiring comprehensive knowledge in this domain.

Tyler Hawes

Health and Safety Coordinator

Tyler Hawes is the epitome of Health and Safety as the Health and Safety Coordinator for Cardinal Treatment Center (CTC). He also is the Housing Supervisor over all housing for CTC. Tyler has a High School Diploma from Peebles High School, and has some college from Ohio Christian University in Circleville, Ohio. Tyler is passionate about his work due to his personal struggles with addiction in the past. He thrives to help others in finding a prosocial and safe route out of the trenches of active use. Tyler is a prime example of what recovery can be. When Tyler is not boxing in the ring (literally), he is fighting for those we serve.

Jessica Davis

Chillicothe Office Manager

Jessica Davis commenced her career in addiction services in 2022 at our Cardinal Treatment Center (CTC) Chillicothe site. As the Chillicothe Office Manager, Jess is  responsible for overseeing daily operations, ensuring seamless execution of administrative tasks, and fostering a conducive environment that facilitates the delivery of high quality, person-centered care to our clients.

Through her experiences, Jess has developed a profound appreciation for the complexities of addiction and the importance of compassionate, empathetic support. She is committed to upholding our organization’s mission by promoting a culture of understanding, kindness, and empowerment, ultimately supporting our person’s served journey toward lasting recovery and sobriety.

Tiffany Harding

Portsmouth Office Manager

Tiffany Harding is the Portsmouth Office Manager for Cardinal Treatment Centers (CTC). Tiffany graduated from Hillsboro High School in 2005, she is currently attending Southern New Hampshire University for her Bachelors in Human Services and is scheduled to graduate in 2026. Tiffany has been a counselor since 2021 and specialises in person centered care, assisting in those we serve in accomplishing his or her recovery goals, being fare, caring, and compassionate, and assisting in behavioral modification related to substance use disorder (SUD). 

Tiffany has had her own struggles with SUD and behavioral issues in the past and has been in recovery since 2019. Tiffany uses her personal experiences by promoting recovery at CTC, and strives to ensure the best person-centered care is being utilized. She is passionate about clients receiving the best care and wanting to give them the best so they may take the best home with them.

Tara Shephard

Housing Supervisor

Tara Shephard has worked in the Substance Use Disorder (SUD) field since 2018. Tara is over all housing for supervision. Tara received her GED in 2018; she went to get her GED so she could start working in the field of SUD. Tara received her STNA through vocational school in 2003. Tara has been working with Cardinal Treatment Center (CTC) since February, 2024 and has since assisted housing management in rebuilding the housing structure for CTC. 

Tara Shepherd has assisted in building a strong Recovery Support Team and is proud of the work she does every day assisting those suffering from SUD in finding a better path in their treatment goals and life as a whole. Tara specializes in bringing person centered care to all aspects of Cardinal as well as engages in daily problem solving to assist those we serve. 

Tara has had a long line of generational addiction resulting in direct exposure to SUD with several family members. She utilizes each day to help others so his or her family does not have to suffer as she did due to the loss of her own family that was directly related to their SUD. 

Joshua Nugent

Ironton Lead RSS
